Elastic waistband. Meant to be worn high up on waist, a little big on me so I styled her more on the hips, which I loved. Light wear, a few very faint honey colored dots on bottom ruffle and one extremely faint area of yellowing toward bottom of skirt. Overall great vintage condition. Measured with garment laying flat
